It seems that some of the issues may be game-side. I've re-configured literally dozens of settings. It seems to be out of my hands, because the new hotfix from developers appears to help.
Still soliciting any and all input on optimizations I'm overlooking. : )

Houston, we have a problem.
Especially with 4000 Hz keyboards and 8000 Hz mice being used simultaneously.

Your 2080Ti is still a strong card. I've had it up until January of last year, yet I can assure you it will start struggling with a 4K 42" display :( ! I'm guessing your new monitor is giving that poor GPU a run for its life.

The answer is - both are important:
1) Directness (reducing chipset jumps) keeps latency low.
2) Minimizing use of one lane allows proper bandwidth throughput for high-polling peripherals.

Using ports connected directly to the CPU (rather than chipsets) will generally reduce latency.
