Main reason is electrical courent on twisted pair. Can be caused by POE on ISP switch and other things.
To fully solve your problem I would recomend to buy:
1) Media converter rj45 to sfp
2) PCI-E sfp lan card *.
3) Couple sfp 1gb adapters
4) Fiber optic patch cord

Found some difference
On main account when I type sys_info in console it says "render 1280x1024; display 1280x1024"
On smurf it says "render 1280x1024; display 1920x1080"

Every other settings are similar.

Hi everyone
Long story short Windows Game DVR is always enabled in cs2.
Check it by youself type sys_info in console and scroll up.
Im totally removed it via poweshell comands, disabled it in settings and stopped all services related to XBOX.
