I think the 19.2Mhz (QPC) comes from the motherboard. HPET is not supposed to exist at all on this motherboard. But I could swear that I once saw 24.0Mhz (QPC) on mine.

Today I switched from Windows 10 Pro (22H2) to Windows 11 Pro (23H2) and didn't change any settings. If I delete "disabledynamictick" then my games are desynchronized again. My bullets no longer hit the targets, etc.
