Same problem here from switching tn to ips monitor that caused me eye strain.
My solution was to adjust the gamma of the monitor with 0 brightness from the monitor and adjusting it with graphical driver panel.
I think i love gamma near 1.8 and not srgb gamma (i'm defore my monitor 10 hours a day ...

You can try "lossless scaling" software from steam it has an option go doubling or tripling frames and soon x4 (with some artifacts).
So for example 30fps to 60@60hz you shouldn't see double image just a bit of blur because of the low refresh rate.

EDIT: I believe this is actually not a RetroArch bug and a result of the local dimming "feature" of the HP Omen 27 qs being a bit laggy.
