I moved to 15 different locations and combined with a friend from Denmark close to 30 different places together. Here in Mexico, the standard is to connect the neutral and ground at the base of the meter to maintain a 0 V reference and divert stray currents. Now I suspect the connection between neutral and ground may be poor.

When someone says neutral floating it means disconnected.
