So with my 119.88hz monitor I tried lots of DWM FrameRateMin values like 120, 121, 240, 360 and seemed to get worse results than 200. No idea why 200 works the best as it isn't even divisible by 120. If you've committed to windows 7 for performance reason, the only right answer to this is to not associate with dmw.exe at all to avoid this issue altogether. classic theme If I untick "enable desktop composition" in Performance Options I lose vsync and the frame rate appears lower and more stutter...

The FrameRateMin regkey seems to have done the trick.

I'm not sure a GPU power profile would work as I already tried that with ClockBlocker forcing max clocks while the issue was presenting and it had no effect. Maybe it would work with Nvidia but I prefer fixing the root cause.

Interesting find: on my Win7 machine which suffers the issue, the FrameRateMin regkey doesn't exist. On my other Win7 machine which does not suffer the issue, the key exists and is set to c8 (200fps). I have no memory of ever setting that key, in fact I only learned about it today.
