I noticed the same issue and did some testing with OpenWRT (Cake QoS, traffic control, and so forth).
Some observations:
1) Here, using Cake QoS and having some load, I get lower latency (by about 2 ms) compared to when the connection is idle. It's probably due to power saving on ...

The issue is that after moving to a new apartment I’m experiencing so much latency that I can’t play CS2. I usually sit around 3500+ ELO, but now I can bottom-frag even when playing Premier or against significantly weaker opponents.

Did you have bad hit registration? like you shoot on enemy and no hit at all or a few?
did you have a good computer before? & what is the new laptop you bought please.
for how long have you been getting the issues gone? sometimes it can disappear for 2 or 3 ...
