NVCP no scalling, GPU and ticked override but there is no difference when is unticked.
Display scale in windows settings make sure that is set to 100% as well.
NVCP low latency mode - off
Nvidia Reflex in game - disabled
CS2 In game - windowed fullscreen
I didn't touch HPET and HAGS never ...

No FSO/FSE , GPU No scalling and UNTICKED

One more thing, I had also packet loss and net jitter and what fixed for me is rollback Realtek 2.5 ethernet driver to 7/29/2024 version.

Update : After testing couple of days, Nvidia Reflex OFF is even better instead ...

Had a same problem and tried everything possible fix.
Before few days i fixed with changing CS2 to windowed fullscreen mode, NVCP No scalling mode + NVCP Low Latency mode ULTRA + Nvidia Reflex in game to ENABLED (that was best combo for hit registration on my setup).

For CS2 the thing what fixed for me desync and everything was simple command in console engine_low_latency_sleep_after_client_tick.
Default is set to FALSE, you need to put to TRUE.
