240 Hz strobing:
- reduced stroboscopics / phantom array effects (Stroboscopics FAQ)
- lower latency

120 Hz strobing:
- Easier framerate=Hz for better "CRT effect"
- Reduced strobe crosstalk if there is refresh rate headroom

Try uninstall-reinstall of graphics drivers, and try forcing to performance GPU mode.

I have a better idea for you, that is actually more successful: backlight hacking. Glasses strobing is way worse than backlight strobing, due to additional weak links. Let me guess: You have a VA-panel monitor, or a curved monitor? They’re kind of so-so with Diablo II due to slow pixel response for the dark colors of Diablo II’s dungeon scenes.
