It is like when the problem is mitigated, the anomaly lag breaks it again causing the temporary mitigation to not work anymore until after awhile again. FYI: this behavior has been same across games, PC systems, networks and location and hard to correlate to one cause for the problems. That is ...

15-20 ms jitter is windows10 problem. There is one CMD command that was suggested by one forum or youtube, its tied with clock or sleep timers, sadly cant tell exact command, but its the 100% solution on Win10, i suffer from them for long time and those random spikes is not server, laggy server is ...
