Here's my take on it: It may not be to redraw the frame when time exceeds 33ms. After all, the card can resend it after that time if it has no new frame, and quite possibly does. (They say the card polls (source of current 1ms overhead) the module to know if it is still drawing a frame before trying...

On topic, sdl has or had multiple back-end renderers on windows. I wouldn't say a sdl helloworld is the leanest display loop you could do on windows, wether it uses gdi, directx old or new, 9 or 10/11, directdraw? I thought I'd add the other day I successfully setup quake live at 200Hz on a cheaply acquired crt, plus solid 250fps and 500Hz mouse. Really I think the more the better. It's amazing, really.
