Wouldn't GSYNC + VSYNC OFF be the same as GSYNC + VSYNC ON when the fps is limited 3 fps below the refresh rate? VSYNC only triggers at exactly fps=refresh, right? I'm not sure if this is a valid question but I had to throw it out anyway.

Yeah, I figured I'm getting the same framerates when I was using a 1070. Fps_max is set at 999 even before you mentioned it. I figured how to solve the problem already. The desktop refresh rate should also be 120Hz for ULMB to trigger when you run the program. It was set to 144Hz before thinking that it would just automatically switch to 120Hz when the program is ran but I guess not.
