I also have an older ViewSonic model than yours and exact same behavior. In my case, scaling can only be done via HDMI port and it's locked at 60Hz. So the scaling-option from it's on-screen display only applies to HDMI? So if I'm running DP, with GSync on, is GPU scaling on somehow but not working?

Hmm, perhaps those texture settings interfere with how the DWM manages the game? Try running the games in just windowed mode and try changing the texture settings like you did before, see if that makes a difference. I have a very similar issue to you, and disabling my Anti-Virus completely helped greatly but the issue isn't completely gone.
