The DPC tester you use is afaik not accurate on Windows 10+.

In regards to network performance impacts I've spent a lot of time analyzing and probably too much but hopefully this helps. MSI Limit 2 and RSS enabled causes unexpected behavior on many network cards which have a max queue of 2, not sure how this scales to those with 4 queues or same issue occurs...
