Okay, case solved. I switched from a balanced power plan to performance and it solved the stuttering issue. Took 2 years to understand this.

When I'm in DX12 and G-Sync is ON I've got horrible stuttering. If I switch to DX11 everything is smooth. Also, no stuttering when G-Sync is OFF in DX12.

Basically my issue is simple. Almost every game that works in DX12 is jerky with G-Sync enabled. I've got Acer Triton 500 - i7 8750H / RTX 2080 MAX-Q with 144Hz 1080p panel. Okay, finally, after 4 month with this laptop i solved this issue.

Cleaned everything via DDU and installed latest 381.65. No more blinks, even on clock switch.
