First image is my G pro wireless at 800 dpi 1000hz, second image is a brand new deathadder elite i just got in today also 800 dpi 1000hz. I can suggest something that has helped me in the past if it wasn't already mentioned in the thread as i just skimmed through most of it.

Try getting msi utility v2 and turning on msi mode interrupts for your gpu driver and then see if it has any improvements to the stuttering.

The problem with the Asus XG248Q is that the panel coating is so aggressive that it suffers badly from grainy/smearing effect on fast movements, going against the purpose of having 240hz; while the XG258Q doesn´t suffer from that. AlienWare AW2518HF input lag at 60hz is seriously bad. I also play a lot of PS4 and can´t reccomend that monitor for 60hz usage, at all. XG248Q and XG258Q are both very fast at 60hz.
