Vsync would result in the best motion blur reduction effect with lightboost probably... but induces input lag. Second best option is probably going for a stable fps cap at your refresh rate. The other option is trying to use 280/300fps cap in games like CSGO if you can hit them... But usually fps=hz...

Yes, the best 144Hz of each panel tech, the brute Hz can quite compensate enough to be preferable over even a 60Hz TN. Meaning, the best 144Hz+ VA and best 144Hz+ IPS, can feel preferable (latency-wise) to even a 60 Hz TN. Now, the OP is playing on a 60Hz VA. So pretty much anything 144Hz+ will fee...

Shameless repost, so that more people would see this info: Overwatch has been known to have weird issues with newer cards not reflecting them being better. That said your CPU should be replaced and should account for the problem, although then you might need a new motherboard and while you're at it...
