I'm playing a game with FPS way beyond my panel's refresh rate, meaning above VRR range too.
1. If the FPS somehow falls into the VRR range and V-sync is OFF everywhere, will G-Sync still kick in?

Also -- "Quick Frame Transport" equivalent is already built into FreeSync/GSYNC . Variable refresh rate displays have have been doing this since 2012. So if you reach vsync rate, half the frames are still generated.
No matter what, half the frames are always rendered, half are always generated.
I assume the same is true with FSR FG.
So on a 60hz panel with Vsync, the internal/"real" FPS has to drop to 30FPS (and increase input lag)?

If you have GPU headroom sure it's a non issue might aswell use it but this assumes a few things.
At 240 FPS it becomes a non issue.
The only scenario I can think off where it's good to use is games locked to 60 FPS because you already have so much headroom on the GPU but you can't go above it ...

If you are limited to 60 HZ panel well frame gen is useless if you can already hit 60 FPS
Even if you cannot hit 60 FPS there is noway I would enable frame gen, the input latency would be atrocious and unplayable.

I don't think so
If I enable frame gen on LSFG or AFMF 2 at say a game running at 100 FPS it will drop to 70 FPS
However if the game isn't demanding like Street FIghter 6 which runs at 60 FPS and I enable LSFG or AFMF 2 it will NOT drop it will run at native 60 FPS but double the frame, LSFG can ...
