Correct, XL2411Z supports single-strobe. Yes, it works on consoles. You can either use Strobe Utility or the Factory Menu to turn on single-strobe. If using Strobe Utility, you can disconnect the PC after and connect your console afterwards. If you don't have a PC, you can simply use the Factory Me...

When I play the console, I get a lot of blurring (bifurcation). How do I configure my monitor so that there is no blur in the console?
