For me the best option is 1/2 Half Refresh vsync non-adaptive + RTSS 30fps limit cap, it combination gave me a smooth 30fps, seems more smooth than consoles, just a impression.

The equivalent on PC is basically:
Nvidia Inspector: 1/2 refresh (@60Hz) + 30 FPS RTSS limit

gtx 1070ti
