I've swapped back to my previous PSU and now the audio issues are resolved. Really weird, not sure what to think.
The mouse input issues were unrelated - but in summary don't use HPET with an 8K mouse? Curious about whether other people come across this issue.

false alarm, I lost track of my changes.
The FiiO does fizzle out since the PSU swap, I'm about to swap back this weekend when I have the chance to see if the issues go away.

The shader compile is likely a red herring, since all shaders ought to be compiled at first launch of the game, or when you have a new driver.
Not all shaders are compiled at launch. They are compiled during gameplay too!

With uncapped FPS in practice range the 1% lows are around 350. Once I cap the FPS to 350 suddenly the 1% lows are down to 180. And so on as I cap the FPS lower and lower, the 1% lows are scaling downwards as well.
Is this expected behaviour? My initial thinking would've been that the 1% or 0.0001 ...

How about a all settings low or all low + render 75%? Do such a test. I do not ask you to play all the time like this, but will the problem persist on such settings?

It's possible it's just a more common setup issue than we think, or it's possible that the X3D CPUs do just experience worse 1% lows in OW2. I'm not sure until I find a benchmark with competitive settings and 1% lows posted :(
