Because slow moves provide you low poling rate that means mouse sends less data to cpu and u have higher input lag in almost every scenarion other than doing 480 flicks.

So i have few mouses: xtrfy m42, starlight 12, model 0-, g102, g305.
All usb power savings windows/bios disabled.
Mouse plugged to different usb controller that mapped to different cpu core with Interrupt Affinity Policy Tool.

And when i go to mouse rate checker my poling rate depends on how fast i ...

Same. For me display much more faster in terms of feeling when you move your mouse, but frametearing sometimes is so bad. Also tracking enemy is hard due to icy feeling.
Im also thinking thath 2540k/2546k scalier ...

Actually there are many reasons why you expierence hitreg problem due to pocketloss and etc.
Try to download wireshark and test your game session to pocket loss.
Also there is nothing with input lag so you may to go check reddit or apex forums.

Both have same scalier in service menu - MST 8556T.
But for some reasons xl2411 does not allow enable display scaling in nvidia control panel while xl2430T allow it.
