Try using TSC instead of HPET or ACPI PMT, i.e. bcdedit /deletevalue useplatformclock or bcdedit /set useplatformclock false. That's just me being sensitive to it, most people are fine. On the other hand, it causes slight additional input lag, so I wouldn't want that anyways. Really depends if the motion clarity increase is noticeable to you - kind of a trade off.

Those new IPS panels are really nice, they have better colors than your generic TN panel, however they're still not faster than the fastest TN panels.
