Reinstalled the driver while leaving my gsync display disconnected fixed the issue. Freesync/gsync is working now on xl2540. Hopefully it stays that way maybe something in the drivers doesnt like the two of them connected to the same computer.

Hacking ULMB to work at higher refreshrates can be done with Custom Resolution Utility although pretty difficult if you don't know what you're doing. If the scaler is the exact same and the panel is the exact same, then yes, the firmware would work, but you had better have a way to recover from a brick. Fast sync should eliminate any kind of tearing artifacts. What I think you're talking about is stuttering. To run overwatch at a stable 240 fps you need an insane cpu (7700k at 4.5ghz+), fast ram (3200mhz+) and a decent gpu (1060 or above). That will be at low settings at 1080p. You cant use single ...
