Nice find. That kinda settles this topic once and for all -- it is indeed intentional. A bit of a hassle, but hey-ho.
It would be nice if someone with know-how made a script to turn on and off G-SYNC instead of having to go into the control panel every time. Then it could be just a couple of ...

There's widespread complaints on the official nvidia forum about this exact issue. Doesn't look like they've acknowledged it yet though; the only nvidia response said "It might say GSYNC is on for the desktop, but actually it's not", which doesn't really help as it blocks you out of using ULMB.

BTW, what monitor you have calmonkeydown?

I can tell G-SYNC is running because of the red LED on the monitor, and the fact it won't allow ULMB @ 120hz.
It also struggles to change refresh rate from the OSD after this driver - it seems to freeze the OSD for 5-10 seconds ...

I'm experiencing this too, ever since installing this driver.
I tried going into "Manage 3D Settings" and forcing the global default to be "Off" instead of "G-SYNC", and also forcing it off specifically on explorer.exe, but this seemed to have no effect.
