You say you've tried a lot of things, but just to make troubleshooting easier; have you turned off freesync/g-sync in nvidia control panel? How does that behave - by turn off I mean off, not just for the game.

However, the mousefeel will vary from game to game. In some cases, mousefeel may for example feel better with VSYNC OFF for CS:GO but feel better with G-SYNC for PUBG. But your mileage will vary. The only think that fix it is PC restart but its only temporary for 1-3h You can download CRU (Custom Resolution Utility 1.5 or 1.4.2) and use restart64/restart. It will be the same as if you did a PC restart, but a quick 5-10 seconds monitor going black. I assume there's another way of doing this,...
