It's guaranteed to be MPO related. Try putting your monitor to 10BPC mode through Nvidia Control Panel and check ur latency again. Alternatively, use nvidia's regedits provided & restart your PC. I've come down to setting Apex as such. Gsync on, nvcp v sync on. Don't these kinds of filters add latency? I think I have seen some LDAT tests on YouTube that have shown increased latency, but I am not certain. You say you've tried a lot of things, but just to make troubleshooting easier; have you turned off freesync/g-sync in nvidia control panel? How does that behave - by turn off I mean off, not just for the game.
