No, the problem doesn't occur like this either. Interesting; it definitely appears to be directly related to the laptop lid being closed then. So just wondering, would LG's CX OLED have better input lag than a good pc monitor? Something like the Asus VG258QR? I heard that OLED is supposed to have less than 1ms response time, so I guess it would right? But I'm just posting here to make sure. Or does the less than 1ms response time only app...

That is correct. I imagine you don't have a desktop PC with a discrete Nvidia GPU that you can test to rule out the external monitor itself, right? I have my laptop (RoG G752VT) connected to it through the MiniDP to DP cable, running as a duplicate screen to the monitor, with the lid of the laptop closed down while running.
