If you think the internet is the cause of your issues have you gone down the right lines to try to diagnose it? Its the pixel response time for motion blur, the settings are the different overdrive settings. It isn't an input lag setting. Whatever the default is usually the middle one and is generally the best to use. The lowest will make everything blur and the highest usually creates artifacts and trailing....

Pretty sure my online issues are caused by my ethernet powerline adapters. I get full speed down them and a pretty steady and decent ping but the ping to the router spikes quite high every so often. If it happens on 2 different monitors, its more than likely your PC or the way you have your PC set up causing it.
