Chief mentioned some problems between asymmetric scanout between cable and display. Maybe the fact that enabling VRR forces the monitor to do the lag-less realtime scanout and that explain why it performs better in that mode.

Just to sum up: Alienware AW2518HF (freesync 240hz) have known issues of overshooting when using with NVIDIA without gsync that is not presented in RX series (just look at the videos on youtube). I did exactly that using CRU and I was able to achieve up to 1/360 using a lower resolution (capped by HDMI 2.0) for both 200hz and 120hz with no frame-skip (my max totals for 1024 x 768 120hz is 2349).
