No single strobe monitor has 4k resolution. It doesn't exist. You would have to go with a strobing TV for that (like some of those LG models) and I know absolutely nothing about that. Try the following

180hz refresh rate
HT: 2080
VT: between 1400 and 1550, as high as you can go without going out of range.
1550 VT should give you pixel clock 580.32 and horizontal freq 279.000 khz.

I use 165hz at 165 fps with scanline sync in RTSS and there's no problem whatsoever. There's also no problem with RTSS off and vsync enabled in league of legends manually.
