What framerates are you getting? Maybe you need to turn down resolution and graphics settings.

From how I understood it, it means you can enable Reflex in all DX11 and DX12 games. FrameGen is not required. The games might even be 10 years old where neither FrameGen nor Relfex existed yet.

Is this frameskipping? Yes. how can i solve it? You probably can't. But you can try things like reduced timings and optimized timings in CRU, and different refresh rates. So i overclocked my tv with amd radeon software and i be able to get 144hz, but when i run a game i dont feel that smoothness of a 144hz monitor, and i doesnt feel it in my desktop too.
Do the frame skipping test. Maybe the TV is just dropping frames and limits itself to 60 that way.

No. In fact, prefetching and speculative execution are what make modern CPUs so fast. Without it, the CPU you bought it 2023 would be even slower than a CPU you bought 15 years ago.
