I did some tests this is what I got. I get a perfect line when I limit the game to 59.9XXX on a 60fps dolphin game. When its uncapped I see the saw tooth. Do we want the saw tooth on the graph or not.
And if scanline sync is not on the latency in present will increase by a small amount like 0.6 or so. when with it on im getting 0.06

So vsync on no scanline sync I'm getting 16ms at 60hz. With vsync off scanline sync I'm getting 0.25ms(that cant be right and with Vulkan I'm getting 0.05(that doesn't seem right either)

I tested vsync and scanline syncs and different refresh rates in dolphin

It's pretty good to see if youre getting the reduced input lag with the current scanline sync value.

I tested with dolphin. I hope this seems accurate .
60hz(VT2810)
Scanline Sync 1x(1169) + Frame rate limit + Vsync On (0.01) = 16.81MS
Scanline Sync 1x(1169) + No Frame Limit + Vsync off = 0.25ms!!!!!
