My understanding of VRR is that the monitor refresh rate is always dynamic (even at a locked 60fps) since the GPU takes a different time to process each frame. FYI, all USB ports on Intel go through the Chipset. If you have an 11th gen intel CPU or newer, the primary M.2 slot is connected directly to the CPU. They are connected directly to the CPU. Other USB ports go through the chipset.
