I want 300hz too because I play QuakeWorld but that difference can't be named "the response times are almost cut in half from first 240hz ones". Never mind.

Because monitor can't cause stuttering. Seems like your PC can't handle stable stutterless CSGO. Tweak some settings, limit fps for example.

By OSD (on screen display menu) of monitor. Just press menu button and find information about current resolution and refresh rate. It's in System - Information sections if I recall correctly.

IPS 240hz @ 27" is coming. It must be much better/faster than other 144/165/180hz IPS currently at market.

it's called ghosting. Change "Response time" at OSD or monitor software and try to enable "Anti Motion Blur".
