So if compare for example monitor Asus VG248QE at 144hz, game QuakeLive at maximum fps 250, we will have: GSYNC: Monitor's input lag + 2.9ms input lag by GSYNC; LIghtBoost: Monitor's input lag + ~4ms input lag by LIghtBoost; VSYNC OFF: Monitor's input lag. What about center and bottom of the screen? If understand right with vsync off bottom of the screen will have more "input lag" than the top?

By the way: input of 144hz is bandwidth limit of DL-DVI or lcd panels? Assuming you mean 1080p, then it is not a DVI limitation but part of the monitor. I'm not 100% sure which part though. It's XL2720Z model because panel is AUO M270HTN01.0. Customer Sample 2013, Q2 and Mass Production 2013, Q3. Also "Low Blue Light" option in OSD Structure.
