We don't deal with jagged edges here, in this sub-forum, we deal with input lag.
In your case though, it looks like a problem with the DWM or something, I get that on world of warcraft in windowed and borderless, but it goes away when I go fullscreen.

Higher interference in the line caused by additional electronics.

Other than that, you probably wanna get a power supply that DOESN'T have the highest effeciency, but rather the best fluctuation control.
