I found the issue for my rapid refresh rate fluctuation. It is the monitors overclock option, reducing it from 165 Hz to 150 Hz completely fixed the spiking. I'm not so sure about your 165 Hz VSYNC-Off optimal scenario. Ever since they made the VSYNC option configurable, I have had to settle on the same FPS range as your 144 Hz findings in order to fix the screen tearing, 120-125 FPS limit. I have noticed this for a while in CS:GO. Even at 165 Hz, I have to cap the FPS at 125 in order to remove ALL screen tearing at the bottom of the screen. 144, 150, 155, 160, 165 Hz, it's all the same. Will using an external FPS limiter, such as RTSS, cause input lag even if you set it to an extremely high number? In some games, the FPS can go as high as 600fps but average out at 100-180. If I set it to 250fps limit, will there be extra input lag on every single frame?
