That is not normal. Does it happen when you run the monitor in 240hz mode? (You may have to disconnect the other monitor for this. It reminds me of the frc/inversion pattern flicker you can get sometimes with low framerate gsync. That often looks like a slight brightness flicker.

In theory the 8600k is better because 6 cores is enough and both are non ht. But in practice and benchmarks the 9700k is the top dog. There is something more than just cores and clocks going on here. The 9700k is basically the same thing as the 9900k but with lower price as far as games are concerned.

240hz is going to be a smoother experience and / or demand less gpu and cpu power to achieve a level of smoothness. OD matters alot. It controls exactly what you are describing. Pixel response. You should put it as high as you can without getting obnoxious overshoot artifacts. You probably changed it and then noticed the increased blurryness.
