I'm gonna guess it's the nic or router not the internet itself.

gaming is udp not tcp but there are still alot of setting that effect both

I play with 600kbit shared up/down connection. The stuttering is game related. I just so happen to know a lot about source networking. Join a server and upload a photo of your net_graph 4.

You probably have data loss from stuff downloading in the background (30mbps you see)

You can't write to a buffer that's being read to. It causes visual glitches. As far as I am aware pre-rendered frames is a bogus setting as game engines control the queue size. Your tests in witcher 3 suggest that pre-rendered frames does something, but maybe something else is causing the lag?
