He said it's normal to go down briefly. If it's taking a long time, it means something is wrong. How long are you noticing it down for?

I'm not sure that using a mouse is a smart idea to test the temporal properites of a display. You've confirmed that there is no frame skipping in the blurbusters frame skipping test, so clearly the monitor is refreshing fast enough, right?
