Latency monitors can show a whole lot of things, but they can never always be specific and even if the root cause appears to be what it shows, it could have an underlying issue that just excerbates the issue pointing you to the alleged culprit. Imagine BIOS SMI's where the whole CPU basically stalls...

On my LTSC 1809 build, windowed mode g-sync eventually stops working after a while. Prominently if the host has been taken over by microsoft remote desktop, but also potentially after a sleep state.
Not that G-sync windowed is any good anyhow, the frame pacing issues are horrible.

Totally depends on the quality line of your connection and what routes your ISP is using (There's something like cheap routes depending on the ISP). I have multiple average connections here (Or intermittent) and I use a redundant line to a self-owned VPS in the cloud to bond two (or more) connection...

As for windowed/fullscreen I'm pretty sure that's totally out of the scope of timerbench or this whole thread. The scope of both is about timers.
