You need to test the TV for its lag. Most TVs have too much lag. Some are at "acceptable" levels of lag. And very few are at low levels of lag. But AFAIK, nobody tests them for that. Did you verify in your monitor's OSD that:
a) the connection is digital
b) it actually runs at high refresh rates and is not stuck at 60Hz

Unlikely.
You need a second person to do a test. He/she plugs the monitor in, doesn't tell you which port it's in, and you try to tell whether there's input lag or not.
You do that like 10 times or so. The more the better.

It is weird though that 120Hz produces 24Hz flicker. I would have assumed that using: [blank, clip, clip, clip, clip] would result in 96Hz flicker. But apparently that's not the case? Got it to work. And in the end... it's not worth the effort. For 24FPS video, the flicker in 120Hz is extreme. Alright, will have to experiment. I'm on Linux (at least for video watching), and it seems I can only get Vapoursynth. Will need to see how to do this in Python.

You don't need a better GPU in order to drive high refresh rate monitors. Refresh rate does not place any demands on your system. A $90 GPU does the same job at it as a $1000 GPU. A better GPU will give you more FPS though. But for just using 144Hz, any GPU with displayport or DL-DVI will do. If you...

Is there any media player that can do black frame insertion?
The usual suspects (meaning MPC-HC, MPV and VLC) do not offer any BFI mode. Is there such a thing? I would love to experiment with 60FPS video on 120Hz and BFI.

Are you running the windows desktop at 120Hz? Try that, in the hope that Acer have tweaked their overdrive setting for that particular refresh rate.
