Might be worth it to try the low latency kernel like liqourix, can help with FPS and input lag.

I got 7950x3dv and it's the same whether I move the mouse or not, it just fluctuates between 3.3ghz and 5.5ghz no matter what I do, except for running actual intensive applications, then it boosts higher.

I set it to 0.5, and it gives me 0.4966 using ISLC if you set 1ms, what value islc or timertool v3 show? any bcdedit settings? If I set it to 1, it gives me 0.9983 and gives me slightly worse DPC latency on the latency checker, though slightly more stable I think? my am4 have 0.9996 timer. hmm, am5...
