On linux csgo feels way more responsive despite lower fps. There is no desync, kills are normal. On windows enemies fly around the corner with monesy level reaction times. How long did you play on linux? First 5 minutes to hours feel good for me when trying games on new platform but then the desync...

Does your mouse heaviness improve for a few seconds when you alt tab/minimize the game then do some non-heavy tasks? I have same issues but on all games on windows, PC, and even game consoles. And have it all the time.

This is probably is the most likely cause of my issues. I have experienced similar instances described by OP. Feel like this thread has very important info that can be used to follow up on finding fixes. I haven't any yet besides the nuke option of buy everything new and moving.
