At higher refresh rate the most recently generated frame gets displayed sooner.

The source code is on GitHub. It doesn't ping any IPs. But you can download Visual Studio and re-compile it to feel safe

As far as I know the Set Launch Option Command is -refresh and not -freq and I can guarantee you that monitor OC work ingame if you want to be sure just keep your Nvidia Panel open in the Resolution tab and if the resolution don't revert back to 144Hz and stay at 210Hz in your case then you're play...

I'm using vibranceGUI and it has never affected anything for me. Never used medal.tv though.

Could be skipping frames (test at testufo.com), or just coincidence as latest CSGO update introduced occasional stuttering.
