You can still get some stutter / lag when GSYNC hits max FPS. Limit your frames to 135

Close all programs you don't need, close all services you don't need.
If you like you can try using Process Lasso for its gaming mode feature that throttles background processes so they don't 'steal' CPU while you play.
Power -> High performance.

It's not the screen or display drivers. Try closing anything that 'hooks' the keyboard like hotkey programs etc.
Also make sure your keyboard is plugged into USB 2 ports not USB 3. Revert and XHCI BIOS options to default.

With these drivers, is it still necessary to turn off V-SYNC within games in order for G-SYNC to work? Or is that not necessary since they've seemingly been split into two separate settings? Because if you hit max fps with vsync off you get tearing and if you hit it with vsync on you get input lag

Yes, that's the point of the vsync off option. But a better choice imo is just to cap below max fps (135 for a 144 screen)
