What you are describing is what I want to know if it is true. It makes sense that a higher refresh rate helps in motion blur even though you are watching content at less fps, as you said. First off, both FreeSync and G-SYNC are terms for "VRR." Secondly, G-SYNC Compatible mode on a FreeSync monitor requires DisplayPort, and going by your monitor's manual, that model only supports VRR over HDMI.
