At boot, RTC will go out of sync. Seems that even even when I run restart64 two times it sometimes goes out of sync. It behaves erratically. I ran restart64 like 3 or 4 times and left cpu-z timers tool running for 5h and it was good. Windows is using TSC so I think I will just forget about this or ...
