AMD talked about it in more detail on their youtube. It is indeed limiting the ammount of work that the cpu can que up. Should not have a huge impact in all situations but it's good to see these things focused on and welcome as a user option. IMO every millisecond is important.

Usually with downscaling you want to have 4 virtual pixels to every 1 actual pixel. So 2x the resolution on each axis. Even if it is 8bit there can still be inversion patterns. However I tend to think that the issue is related to FRC given that some situations can exacerbate the FRC issue. It might be able to scale with frame time. So 144hz would be almost 5ms. 240hz would be 2.7ms. Still welcome. Another part of a good setup. Every ms counts.
